"Nobody Told Us Jack": Hawaii Wildfire Victims As Death Count Touches 89

The first Vilma Reed knew there was a fire bearing down on Lahaina was when she saw it a few yards (meters) from her house.

Like many of those who fled the fast-moving blaze that killed at least 89 people on the Hawaiian island of Maui, she got no official warning and no order to evacuate.

"You know when we found that there was a fire? When it was across the street from us," the 63-year-old told AFP in an evacuation center parking lot.

"The mountain behind us caught on fire and nobody told us jack."

Reed herded her daughter, grandson and two pet cats into the car and careered out of town.

"I raced a line of fire to get my family out," she said.

The cause of the terrifying inferno was still under investigation Saturday, but experts say that whatever sparked it, a collision of circumstances meant that it spread very quickly.

These include the unchecked growth of flammable non-native plants, the volcanic topography that creates drying down-slope winds, an unusually parched winter, and a churning hurricane hundreds of miles (kilometers) to the southwest.

But in a state not unused to natural disasters -- Hawaii has earthquakes, active volcanoes, a history of tsunamis and is regularly hit by powerful tropical storms -- the lack of warning from authorities has puzzled and angered many.

"We underestimated the lethality, the quickness of fire," Hawaii congresswoman Jill Tokuda told CNN.

"It's not like hurricane force winds are unknown to Hawaii, or dry brush, or red flag conditions. We saw this before in (Hurricane) Lane. We did not learn our lesson from Lane (in 2018) -- that brush fires could erupt as a result of churning hurricane winds below us to the south," Tokuda said.

The fire knocked out power and residents of Lahaina told reporters that they had no cell service -- a common channel that authorities use when they want to alert residents to danger.

The same electricity blackout would certainly have limited residents' ability to watch television or listen to the radio -- two other channels where official warnings are issued.

But the more robust outdoor warning sirens that are intended to alert islanders to danger did not sound, the Hawaii Emergency Services Administration (HI-EMA) said Friday.

"Neither Maui nor HI-EMA activated warning sirens on Maui during the wildfire incident," the organization said, according to NBC News.

Hawaii's governor, Josh Green, said it was "too early for me to tell" whether the absence of sirens was a technical failure or a deliberate decision by operators.

On Friday, the state's attorney general, Anne Lopez, said she was launching a probe into the timeline of the blaze, including "critical decision-making" at the time the flames were spreading.

'Big sirens'

For Kamuela Kawaakoa, it felt like the town was left to fend for itself as disaster struck.

"There were no emergency alerts. No warning systems went off -- nothing, so some people didn't even know about the fire till it was too late," the 34-year old told AFP.

Kawaakoa, who is now living in a pop-up tent and surviving on the kindness of strangers, said even without cell service and power, there should have been a way to tell people what was happening.

"You can still call 911 without any cell service, you should still be able to get emergency alerts on your phone," he said.

"And then we have these big sirens on poles... I'm sure they have a way of making it work even without power.

"You know, they gotta be prepared for that kind of stuff."

Kawaakoa, who worked in the now-razed Captain Jack's restaurant on Lahaina's touristy Front Street, said victims were pointing to downed power lines as a possible source of ignition for the blaze.

Why, he wants to know, were they not shut off?

"I feel like there was more that could have been done to save a lot of people that died in this fire," he said.

Proposed Law Allows Draconian Police Powers For Political Ends: Kapil Sibal

Former law minister Kapil Sibal on Saturday alleged the Bharatiya Nyaya Sanhita Bill, which seeks to replace the colonial-era Indian Penal Code (IPC), allows the use of "draconian police powers for political ends". He also claimed the government's agenda behind bringing such laws is to "silence opponents".

In an overhaul of criminal laws, the Centre on Friday introduced in Lok Sabha three bills to replace the IPC, Criminal Procedure Code (CrPC), and the Indian Evidence Act, proposing, among other things, repeal of the sedition law and introducing a new provision with a wider definition of the offence.

Union Home Minister Amit Shah introduced the Bharatiya Nyaya Sanhita (BNS) Bill, 2023; Bharatiya Nagarik Suraksha Sanhita (BNSS) Bill, 2023 to replace the CrPC; and Bharatiya Sakshya (BS) Bill, 2023 that will replace the Indian Evidence Act.

In a tweet, Rajya Sabha MP Kapil Sibal said, "Bharatiya Nyaya Sanhita (2023) (BNS) allows for using draconian police powers for political ends." "BNS: Allows for police custody from 15 up to 60 or 90 days. New offences for prosecuting persons who threaten the security of state (redefined). Agenda: To silence opponents," he said.

The BNS Bill provides for several changes in the existing provisions, including that of defamation and attempt to commit suicide, and expands the scope of offences against women pertaining to sexual intercourse by employing "deceitful means".

Amit Shah has said the changes have been made to provide speedy justice.

Anwaar-ul-Haq Kakar: 5 Points On Pakistan Caretaker Prime Minister

  1. Mr Kakar was born in 1971 in Muslim Bagh, Balochistan, as per Pakistani media outlet The News. He received his primary education from St. Francis School, Quetta and later enrolled in Cadet College Kohat. He has a Master's in political science and sociology from the University of Balochistan. 
  2. Citing BBC Urdu, Dawn reported that Mr Kakar will be the second person from Balochistan to assume the role of Pakistan's interim prime minister. He began his political career with the PML-N but left it after the end of the Nawaz government as a result of a military coup by the late General Pervez Musharraf in 1999. 
  3. In 2018, Mr Kakar was elected as an independent senator from Balochistan. After assuming office, he co-launched a new political party named Balochistan Awami Party (BAP). He has served as a spokesperson for the Balochistan government and is known for his close relationship with the military establishment. 
  4. Since the launch of the party, Mr Kakar has maintained that he does not take a rigid approach when it comes to dealing with the nationalist parties. "We have no stubbornness or rigidity with nationalist parties. The ball is in their court to decide what they want," he said in 2018, as per The Express Tribune.  
  5. According to Dawn, Mr Kakar assumed multiple roles during his term in the Senate. He was the chairperson of the Senate Standing Committee on Overseas Pakistanis and Human Resource Development. He was a member of the Business Advisory Committee, Finance and Revenue, Foreign Affairs and Science and Technology. He also undertook the role of parliamentary leader for the BAP within the Senate.

"Intense Rainfall Ahead" For These States, Warns Weather Agency

India Meteorological Department (IMD) on Saturday issued an orange alert for sub-Himalayan West Bengal and Sikkim, with predictions for 'heavy to very heavy rainfall' in the region for the next two days.

The IMD advised locals to refrain from venturing into areas prone to water logging and from vulnerable structures. 

In a post on X, (formerly called Twitter), IMD wrote: "Intense rainfall ahead. An orange alert has been issued for Sub- Himalayan, West Bengal and Sikkim. Prepare for heavy to very heavy rainfall ranging from 115.6 to 204.4 mm on August 12 and 13. Stay safe and stay informed!"

Similarly, for Uttarakhand, the IMD has issued an orange alert with 'heavy to very heavy rainfall' warning on August 12, 15 and August 16. 

"Intense rainfall ahead. An orange alert has been issued for Uttarakhand. Prepare for heavy to very heavy rainfall ranging from 115.6 to 204.4 mm on 12th, 15th, and 16th August. Stay safe and stay informed!" IMD said in a tweet. 

Many districts in Uttarakhand have received heavy rainfall in the last couple of days, which in turn has caused severe waterlogging and flooding, and have disrupting the normal lives. 

Earlier, IMD also issued an orange alert for Arunachal Pradesh, Assam and Meghalaya for Saturday. 

"Intense rainfall ahead. An orange alert has been issued for Arunachal Pradesh, Assam and Meghalaya. Prepare for heavy to very heavy rainfall ranging from 115.6 to 204.4 mm on 12th August. Stay safe and stay informed!," IMD said.

According to IMD, Gangetic West Bengal experienced heavy to very heavy rainfall during the period from August 11-12 with Shyambati recording (13cm), Deocha Barrage (9cm) and Digha (6cm) amount of rainfall.

Rahul Gandhi Leaves For Wayanad, First Time After Being Reinstated As MP

Congress leader Rahul Gandhi left for his parliamentary constituency in Kerala's Wayanad on Friday from his residence in Delhi, for the first time after being reinstated as Lok Sabha MP.

Lok Sabha Secretariat on Monday restored the membership of Rahul Gandhi after the Supreme Court on August 4 stayed his conviction in the 'Modi' surname remark case.

Earlier on Tuesday, Kerala Pradesh Congress Committee Working President VT Siddique said, "Rahul Gandhi will be coming to Wayanad on August 12. We are going to arrange a warm reception for him and the preparations have already started. There is a district Congress Committee meeting tomorrow. Rahul Gandhi will be present for it on August 12 and 13".

"There will be a very warm welcome ever hand in the history of Wayanad for Rahul Gandhi," Mr Siddique added.

Meanwhile, Rahul Gandhi has reportedly also been re-allotted the 12, Tughlaq Lane bungalow, party sources told news agency ANI.

"Rahul Gandhi has got an official confirmation from the Estate office for the allotment of a bungalow to him as an MP in Delhi," the sources told ANI on Tuesday.

The Congress leader was disqualified as a member of the lower house on March 24 as a result of his conviction and a two-year jail term awarded to him for the 'Modi surname' remarks.

The move to vacate the bungalow had come a day after Surat Session's Court pronounced an order on April 20 on his interim application for a stay on his conviction in the defamation case. Mr Gandhi has since then moved into former Congress President Sonia Gandhi's 10 Janpath Road residence.

Indians Advised To Leave Niger As Military Coup Triggers Violence

Indians living in Niger have been advised to leave the West African country in view of the escalating violence triggered by last month's military coup.

Currently, about 250 Indians are living in Niger where the coup has led to widespread protests and violence.

Those planning to travel to Niger must reconsider their plans until the situation normalises, the foreign ministry said in an advisory.

The government is closely monitoring the developments in Niger, foreign ministry spokesperson Arindam Bagchi said.

"In light of the prevailing situation, Indian nationals whose presence is not essential are advised to leave the country as soon as possible," he said.

The airspace is closed and one must take precautions while departing through the land border, Mr Bagchi noted, calling for all Indians in Niger to register themselves with the embassy.
