BBC India Restructures Business After Centre Tweaks FDI Rules

The BBC has handed over its newsroom publishing licence in India to a private limited company, Collective Newsroom - a first for the public service broadcaster's global operations anywhere in the world. The move comes a year after searches at its offices by the Income Tax department.

Collective Newsroom, founded by four former BBC employees, will commence its operations from April 10. A wholly India-based company, it will produce content for the BBC's digital services in English, Hindi, Gujarati, Marathi, Punjabi, Tamil, and Telugu.

As per the Ministry of Corporate Affairs (MCA), Collective Newsroom Private Limited was incorporated on October 27 last year.

"It's unprecedented for the BBC to grant their licence to publish to another entity...We will not compromise our journalism and the BBC is solidly behind us," Rupa Jha, Chief Executive Officer of the Collective Newsroom, told The Indian Express.

The restructuring was prompted by the new Foreign Direct Investment (FDI) rules, which were introduced in 2020, that imposed a 26% FDI limit in India's digital media sector.

Companies exceeding the 26% FDI limit were required to reduce their foreign investment to comply with this regulation by October 2021.

99.99% of BBC World Service India's shares are owned by its UK-based public broadcaster.

The BBC has sought a 26% stake in its recently established Collective Newsroom company, a source told NDTV.

"There were a number of options before us. Considering that the BBC didn't want to lose its presence in India or cut jobs, and they didn't want it to become financially unviable, this forced us to think out of the box. Based on the legal advice the BBC was receiving, everyone was veering towards this as the viable option (of setting up the Collective)," Ms Jha was quoted saying by The Indian Express.

Tax searches were carried out at the BBC's Delhi and Mumbai offices in February last year after it aired a controversial two-part series titled 'India: The Modi Question' that featured the 2002 Gujarat riots.

2 Planes Graze Each Other At UK's Heathrow Airport

The wingtip of an empty Virgin Atlantic jet collided with a stationary British Airways airliner while being towed from a stand at London's Heathrow Airport on Saturday, the airlines said.

Heathrow, Britain's busiest airport, said no passenger injuries had been reported and it did not anticipate any ongoing impact to the airport's operations.

"Our aircraft is being assessed by our engineering teams and we have provided an alternative aircraft to limit the impact on our customers," British Airways said in a statement.

Virgin Atlantic said its empty Boeing 787-9 had just completed a flight and was being towed to another part of the airfield when the incident happened at Terminal 3.

A Virgin Atlantic spokesperson said: "We've commenced a full and thorough investigation and our engineering teams are performing maintenance checks on the aircraft, which for now has been taken out of service."

The airline said there would be no disruption to its flying programme on Saturday.

Heathrow said it was working with emergency services and the two airlines in response to the incident.

Once-In-A-Lifetime Star Explosion To Appear In Sky After 80 Years

Sometime between now and September, a massive explosion 3,000 light years from Earth will flare up in the night sky, giving amateur astronomers a once-in-a-lifetime chance to witness this space oddity.
The binary star system in the constellation Corona Borealis -- "northern crown" -- is normally too dim to see with the naked eye.

But every 80 years or so, exchanges between its two stars, which are locked in a deadly embrace, spark a runaway nuclear explosion.

The light from the blast travels through the cosmos and makes it appear as if a new star -- as bright as the North Star, according to NASA -- has suddenly just popped up in our night sky for a few days.

It will be at least the third time that humans have witnessed this event, which was first discovered by Irish polymath John Birmingham in 1866, then reappeared in 1946.

The appropriately named Sumner Starrfield, an astronomer at Arizona State University, told AFP he was very excited to see the nova's "outburst".

After all, he has worked on T Coronae Borealis -- also known as the "Blaze Star" -- on and off since the 1960s.

Starrfield is currently rushing to finish a scientific paper predicting what astronomers will find out about the recurring nova whenever it shows up in the next five months.

"I could be today... but I hope it's not," he said with a laugh.

The white dwarf and red giant

There are only around 10 recurring novas in the Milky Way and surrounding galaxies, Starrfield explained.

Normal novas explode "maybe every 100,000 years," he said. But recurrent novas repeat their outbursts on a human timeline because of a peculiar relationship between their two stars.

One is a cool dying star called a red giant, which has burnt through its hydrogen and has hugely expanded -- a fate that is awaiting our own Sun in around five billion years.

The other is a white dwarf, a later stage in the death of a star, after all the atmosphere has blown away and only the incredibly dense core remains.

Their size disparity is so huge that it takes T Coronae Borealis's white dwarf 227 days to orbit its red giant, Starrfield said.

The two are so close that matter being ejected by the red giant collects near the surface of the white dwarf.

Once the mass roughly of Earth has built up on the white dwarf -- which takes around 80 years -- it heats up enough to kickstart a runaway thermonuclear reaction, Starrfield said.

This ends up in a "big explosion and within a few seconds the temperature goes up 100-200 million degrees" Celsius, said Joachim Krautter, a retired German astronomer who has studied the nova.

The James Webb space telescope will be just one of the many eyes that turn towards the outburst of T Coronae Borealis once it begins, Krautter told AFP.

But you do not need such advanced technology to witness this rare event -- whenever it may happen.

"You simply have to go out and look in the direction of the Corona Borealis," Krautter said.

Some lucky sky gazers are already preparing for the year's biggest astronomic event on Monday, when a rare total solar eclipse will occur across a strip of the United States.

On Camera, Samajwadi Candidate's Warning: "If You Don't Vote For Us..."

A video featuring Samajwadi Party candidate from Budaun Shivpal Yadav has gone viral on social media in which he can be heard saying, "We will seek everyone's vote. If you vote for us, it is all right. Nahin toh hisaab-kitaab bhi hoga (Otherwise, we will settle the matter later)."

In the video, SP MLA from Sahaswan Brajesh Yadav and Shivpal Yadav's son are also on the stage with him.

It is not clear where and when the remarks were made.

MLA Brajesh Yadav clarified on Friday, "The video has been presented after twisting its content. This video is of March 15 when Shivpal Yadav was going towards Gunnaur. He made the statement in the Bilsi assembly constituency of Budaun."

Meanwhile, Budaun District Magistrate Manoj Kumar said, "We have traced the video and information about this video has been sought by the office of the chief electoral Officer of UP. The contents of the video are being probed. Based on the probe report, action will be taken."

Shivpal Yadav is currently an SP MLA from Jaswantnagar in the state's Etawah district. Budaun will go to polls in the third phase of Lok Sabha elections on May 7.

"False, Malicious": Government Denies Report On Targetted Assassinations

The foreign ministry has denied allegations in a report by the UK daily The Guardian that accuses India of conducting targeted killings in Pakistan to eliminate terrorists. The ministry has called it "false and malicious anti-India propaganda" and quoted foreign minister S Jaishankar, who had said targeted killings in other countries were "not the government of India's policy".

The ministry's denial was mentioned in the report by The Guardian, which claims that Delhi "has implemented a policy of targeting those it considers hostile to India".

Claiming that upto 20 such assassinations were carried out by the Indian intelligence agency RAW since the Pulwama attack of 2019, the report mentions that it is based on evidence supplied by Pakistan and interviews with intelligence officials from both sides of the border.

Quoting an un-named Indian official, The Guardian reported that India had drawn inspiration from Israeli intelligence agency Mossad and Russia's KGB -- which have been linked to extrajudicial killings on foreign soil -- and the killing of Saudi journalist and dissident Jamal Khashoggi in 2018.

The report said Pakistani authorities have produced documents about some of the killings, which could not be independently verified. It said Pakistani officials also claimed that the killings were orchestrated by sleeper cells of Indian intelligence established in the UAE.

Earlier, US and Canada had accused India of being involved in assassinations and such attempts on foreign soil.

In September last year, Canadian Prime Minister Justin Trudeau had claimed that there were "credible allegations" of Indian involvement in the killing of Khalistani separatist Hardeep Singh Nijjar. A Canadian citizen and a wanted terrorist in India, Nijjar was shot outside a gurdwara in Surrey in June. India had rejected the allegation as "absurd".

Later, the US had claimed that they had foiled an attempt to kill another Khalistani separatist, Gurpatwant Singh Pannun.

The US claimed Pannun, an American-Canadian citizen, was the subject of an assassination bid orchestrated by Nikhil Gupta, an Indian national, and an un-named Indian government official.

India said it is examining US inputs on the "nexus between organized criminals, gun runners, terrorists and others" amid the US allegations.

"India takes such inputs seriously since it impinges on our own national security interests as well. Issues in the context of US inputs are already being examined by relevant departments," former foreign ministry spokesman Arindam Bagchi had said.

Later, India had told the US that its investigation has found the involvement of a rogue official, reported Bloomberg. Quoting un-named intelligence officials, the report said that the person was no longer working with the agency.

"Virat I Want You To...": De Villiers' Honest Message Over RCB's Poor Show

Former South African and Royal Challengers Bengaluru (RCB) batting legend AB de Villiers said that the franchise needs their star batter Virat Kohli should be there in the middle overs for his side so that they can "fire all cylinders". RCB has got off to a poor start in the Indian Premier League (IPL) this season, having lost three of their four matches. Virat has been their only in-form batter, with 203 runs in four matches at an average of 67.66, with two fifties. He is the current Orange Cap holder for most runs in the season so far. Other big players like skipper Faf Du Plessis, Glenn Maxwell, Cameron Green, Rajat Patidar etc have failed to perform with the bat.

Speaking on his Youtube channel, De Villiers said, "Hopefully, he (Virat) keeps going with his good start, because RCB need that glue in the middle overs. We need him to get through the first six (overs), that is ultimately how I want to see him play. Let Faf take more risk upfront, but Virat, I want you to be there over 6-15. That is when RCB is going to fire from all cylinders. Watch out for that."

On RCB's start during the tournament, De Villiers said that while their start is not bad, it is not great either.

"RCB... not a bad start but not great. It is in the middle, and they need a couple of wins. They will be hitting the road and hopefully, they find a good fortune away from home before they come back to the Chinnaswamy."

De Villiers represented RCB from 2011-2021 in 157 matches. He scored 4,522 runs at an average of 41.10. He scored two centuries and 37 fifties for the side at a strike rate of over 158. He is also a part of the RCB 'Hall of Fame' along with West Indies cricket legend Chris Gayle and Indian pacer Vinay Kumar.

"Don't Need UN To Tell Me...": S Jaishankar On Free And Fair Polls Remark

External Affairs Minister S Jaishankar on Thursday dismissed a senior United Nations official's recent remark on elections in India, saying that he does not need the global body to tell that the elections in the country should be "free and fair".

His comments came in response to a query regarding a statement by a spokesperson for the UN Secretary-General that they "hope" that in India, people's "political and civil rights" are protected and everyone is able to vote in a "free & fair" atmosphere.

Mr Jaishankar, who was here to campaign for his ministerial colleague and BJP candidate Rajeev Chandrasekhar in the Lok Sabha polls, also said that the UN official made the comment on the Indian elections last week in response to a "very loaded question" during a press briefing at the UN.

"I don't need the United Nations to tell me our elections should be free and fair. I have the people of India. The people of India will ensure that elections are free and fair. So, don't worry about it," the minister told reporters during an interaction here.

Last week, Stephane Dujarric, spokesperson for the UN Secretary-General, was asked about the "political unrest" in India ahead of the upcoming national elections in the wake of the arrest of Delhi Chief Minister Arvind Kejriwal and the freezing of the opposition Congress' bank accounts.

"What we very much hope that in India, as in any country that is having elections, that everyone's rights are protected, including political and civil rights, and everyone is able to vote in an atmosphere that is free and fair," Mr Dujarric had said.

Watch: Russell Floored By Ishant's Yorker. His Reaction Can't Be Missed

Ishant Sharma produced a stunning yorker that completely floored Andre Russell during the IPL 2024 match between Delhi Capitals and Kolkata Knight Riders on Wednesday. In the final over of the KKR innings, Ishant produced a devastating delivery that crashed into the stumps and left Russell on the floor. The video of the dismissal has already gone viral on social media and during his walk towards the dugout, even Russell could not help but applaud the delivery. However, the effort was not enough as KKR ended up scoring a mammoth 272/7 in 20 overs against Delhi Capitals.

Sunil Narine produced a six-hitting exhibition en route to a blistering 85 while young Angkrish Raghuvanshi scored a fifty on his IPL batting debut as Kolkata Knight Riders posted an imposing 272 for seven against Delhi Capitals on Wednesday.

Continuing his explosive run, Narine punished all Delhi bowlers alike, sending the ball over the boundary rope seven times. He also hit seven fours in his 39-ball stay.

The Capitals were guilty of dropping him on 53 and Narine made his opponents suffer as he notched his highest-ever score in T20 cricket.

Raghuvanshi (54 off 27 balls), who didn't get to bat in his first IPL match against Royal Challengers Bengaluru, also fired on all cylinders, complementing Narine as the pair shared an explosive 104-run stand off 48 balls.

Andre Russell (41 off 19 balls) and Rinku Singh (26 off 8 balls) provided the final flourish to KKR.

It was a forgettable performance by the Delhi bowlers as they conceded the highest total in the team's history. KKR hit as many as 18 sixes and 28 fours.

Narine his his first of many boundaries when he creamed a short ball by Khaleel Ahmed to deep point.

The West Indian took a special liking for veteran pacer Ishant Sharma, collecting 26 runs from the fourth over that included three sixes and two fours, giving a glimpse of what was to come.

At the other end Phil Salt hit a few before he was dropped by David Warner, but the Englishman couldn't make use of the reprieve, getting out in the very next ball to bring Raghuvanshi to the middle.

The 18-year-old hit his very first ball of the IPL for a boundary and that was followed by another four.

KKR continued to hit boundaries aplenty, amassing 88 runs in the powerplay as DC bowlers struggled to find ways to stop them.

DC seemed to make inroads by dismissing Narine and Raghuvanshi in consecutive overs but Russell had other plans.

The DC bowlers were guilty of feeding the all-rounder with full tosses which he dispatched to the boundary with ease.

Kohli Scripts History, Becomes 1st Indian Ever To Achieve Massive Feat

Virat Kohli played his 100th T20 match at the M Chinnaswamy Stadium as Royal Challengers Bengaluru took on Lucknow Super Giants in the IPL 2024 match on Tuesday. The star Indian cricket team batter became the first Indian player in history to play 100 T20 matches at a single venue. The second place belongs to Rohit Sharma who has played 80 matches at the Wankhede Stadium in Mumbai. MS Dhoni is third with 69 matches at the MA Chidambaram Stadium in Chennai.

Indian players to play most T20s at a single venue:

100 - Virat Kohli at M Chinnaswamy Stadium, Bengaluru

80 - Rohit Sharma at Wankhede Stadium, Mumbai

69 - MS Dhoni at MA Chidambaram Stadium, Chennai

Quinton de Kock manifested his exceptional hitting skills with a fifty but Lucknow Super Giants could not progress beyond a par 181 for five against Royal Challengers Bengaluru in their IPL match.

De Kock (81 off 55) selected the bowlers and positions around the ground to play his shots with precision but the RCB bowlers did not allow other batsmen, except Nicholas Pooran (40 off 21), a free run on a pitch that sported a generous tinge of green.

The Super Giants went off the block quite quickly, reaching 32 for no loss in three overs and then making it 54 in the Power Play.

Most of the runs came from the blade of De Kock, who took a particular liking for pacer Mohammed Siraj.

The South African left-hander slammed him for three sixes – two in succession – spread across two overs – two powerful pulls and a handsome loft over mid-wicket.

KL Rahul, who captained the side after coming in as an impact sub against Punjab Kings in the previous game, started slowly making six runs off his first 10 balls.

But a six off left-arm pacer Yash Dayal, a well-timed hit straight over the head of the bowler, gave his innings some momentum and later he swept spinner Glenn Maxwell for a six, and he was a tad fortunate because Rajat Patidar could not time his jump well near the rope and collect the ball.

However, Rahul perished in the very next ball, an attempt to pull Maxwell's good length delivery ending up in the palms of Mayank Dagar inside the circle.

Devdutt Padikkal struggled massively during his 11-ball six, and he was eventually rid of his agony by Siraj after the left-hander's pull was snaffled by stumper Anuj Rawat, who ran a few yards backwards to catch the ball.

The second substantial innings in LSG innings followed Padikkal's exit as De Kock and Marcus Stoinis (24, 15b) added 56 runs off 30 balls for the third wicket.

De Kock, who brought his fifty in 36 balls, kept his end going during this alliance as Stoinis hammered a six each off Maxwell and Cameron Green.

But the blooming partnership ended when Stoinis' half-hearted swat was pouched by Dagar at point.

The LSG were143 for four in 16.3 overs at that stage and needed a few more runs to reach safer shores.

Pooran, who biffed left-armer seamer Topley for three sixes in a row in the 19th over and two more maximums in the final over off Siraj, made the final assault but LSG might have liked a heftier total.

"Will Remain A Hero": M Kharge As Manmohan Singh Retires From Rajya Sabha

Former Prime Minister Manmohan Singh will retire from Rajya Sabha tomorrow, ending his 33-year-long stint. Congress President Mallikarjun Kharge wrote a heartfelt letter dedicated to the 91-year-old's work, the policies he introduced during his tenure as the PM and finance minister, and his legacy.

Mr Kharge said in the letter that with Manmohan Singh's retirement, "an era comes to an end". "Very few people have accomplished as much as you for the nation and its people," he wrote. Mr Kharge expressed his gratitude to Manmohan Singh for his wisdom and guidance and said it was a "privilege" for him to serve under Singh's cabinet. "Over the last few years, you have made it a point to be available for the Congress party despite personal inconveniences. For this, the party and I will always remain grateful," he added.

Appreciating the economic policies introduced by Manmohan Singh, Mr Kharge said, "You have shown that it is possible to pursue economic policies that were equally beneficial to large groups, young entrepreneurs, small businesses, the salaried class, and the poor ." "Thanks to your policies, India was able to lift 27 crore people, the highest number of poor people out of poverty in the world while you were the Prime Minister," he said.

He also said that Manmohan Singh will always remain "a hero to the middle class and the aspirational youth, a leader and guide to the industrialists and entrepreneurs, and a benefactor to all those poor who were able to climb out of poverty due to your economic policies."

Mr Kharge praised Manmohan Singh for introducing the MGNREGA scheme and said that it continues to provide relief to rural workers during times of crisis. "The nation and particularly the rural population will remember you for ensuring that they can earn a living and live with self-respect through this scheme," he wrote.

In the letter, Mr Kharge mentioned several achievements and key moments of Manmohan Singh's tenure as the PM and as finance minister. He appreciates him for pursuing the historic Indo-US Nuclear Deal "even if it meant putting your government at risk for the sake of the nation's security." He also mentions remembering when former US President Obama said for Manmohan Singh, "Whenever the Indian Prime Minister speaks, the whole world listens to him."

Mr Kharge said that we live in times that are largely shaped by Manmohan Singh. "The economic prosperity and stability that we enjoy today is built on the foundations laid by you along with our former Prime Minister, Bharat Ratna Shri P.V. Narasimha Rao."

"The current set of leaders who have reaped the benefits of your work are reluctant to credit you due to political biases," Mr Kharge said, attacking the ruling government. He said that the reforms done by the current government has its seed in the work initiated during the UPA government headed by Manmohan Singh.

Mr Kharge said that the nation misses the quiet yet strong dignity Manmohan Singh brought to the office of the Prime Minister. "The Parliament will now miss your wisdom and experience. Your dignified, measured, soft-spoken yet statesman like words are in contrast to the loud voices filled with lies that signify the current politics," he said.

Mr Kharge also recalled Manmohan Singh's speech on demonetisation, in which he called the move a "monumental management failure" and "an organised loot and legalised plunder".

"Even as you retire from active politics, I hope that you will continue to be the voice of wisdom and moral compass to the nation by speaking to the citizens of our country as often as possible. I wish you peace, health, and happiness," said Mr Kharge.

11 Killed As Israel Strikes Iran Embassy In Syria

Israeli air strikes destroyed the Iranian embassy's consular annex in Damascus Monday, Syrian and Iranian officials said, with a top Revolutionary Guard commander among seven members the force said were killed, amid worsening regional tensions.

Israel said it would not comment on the reported attack, but Iranian officials vowed a stiff response with fears of even further violence between Israel and Iran's allies triggered by the Gaza war.

Iran's Islamic Revolutionary Guard Corps named Brigadier General Mohammad Reza Zahedi and another high-ranking officer, Brigadier General Mohammad Hadi Haji Rahimi, as among seven of its members killed.

Britain-based war monitor the Syrian Observatory for Human Rights said 11 people, including several Guards members, were killed when "Israeli missiles... destroyed the building of an annex to the Iranian embassy".

The toll includes "eight Iranians, two Syrians and one Lebanese -- all of them fighters, none of them civilians," Rami Abdel Rahman, who heads the Observatory with a network of sources in Syria, told AFP.

Iran's ambassador to Syria, Hossein Akbari, giving a lower toll, told Iranian state TV that "at least five people were killed in the attack which was carried out by F-35 fighter jets" which fired six missiles at the building.

AFP reporters saw the annex building had caved in, and emergency services were rushing to search for victims under the rubble as sirens wailed in the upscale Damascus district of Mazzeh.

Security personnel shielded the site where earth-moving equipment was brought in to clear the debris and remove charred vehicles from the road outside, watched by a crowd of onlookers.

Syria's defence ministry said "the attack destroyed the entire building, killing and injuring everyone inside, and work is underway to recover the bodies and rescue the wounded from under the rubble".

- Regional tensions -

Iranian state TV said Zahedi -- a senior commander of the Islamic Revolutionary Guard Corps' foreign operations arm, the Quds Force -- was among the dead.

The Observatory said Zahedi served as the leader of the Quds Force for Palestine, Syria and Lebanon, adding that he was killed along with his deputy, his aide, and the Quds force chief of staff for the same three countries.

Two other members of the Guards and two Iranian advisers were also killed in the strike, the Observatory said.

The targeted building is next to the Iranian embassy, the front of which is decorated with a large portrait of Qassem Soleimani, the architect of Iran's military operations in the Middle East, killed in January 2020 in an American drone strike in Iraq.

The Damascus strikes were the fifth in a week to hit Syria, whose President Bashar al-Assad is supported by Iran, Israel's long-time arch foe in the region.

Syria's state news agency SANA had earlier reported that "our air defence systems confronted enemy targets in the vicinity of Damascus".

Iran's ambassador, Akbari, vowed the attack "will lead to our decisive response", adding "the Israeli attack on the Iranian consulate shows the reality of the Zionist entity which recognises no international laws and does all that is inhumane to achieve its goals".

Iranian Foreign Minister Hossein Amir-Abdollahian called for a "serious response by the international community".

- 'Heinous attack' -

Only the gate of the building was left standing after the attack, with a sign mentioning "the consular section of the embassy of Iran", an AFP journalist said.

Window panes in buildings within a 500-metre (550 yard) radius had been shattered, and many parked cars were damaged by the blast.

Syrian Foreign Minister Faisal Mekdad also denounced the attack after visiting the site, calling it a "heinous terrorist attack... killing a number of innocent people", in a statement carried by SANA.

The Gaza war, which started with the October 7 Hamas attack on southern Israel, has devastated the coastal territory and also seen Israel and Lebanon's Iran-backed Hezbollah exchange near daily cross-border fire.

Israel has also struck targets in Syria, mostly army positions as well as those of Iran-backed combatants.

Hamas condemned "in the strongest terms" the attack which it called a "dangerous escalation."

Moscow, a Damascus ally along with Tehran, blamed "the Israeli Air Force" for the "unacceptable attack against the Iranian consular mission in Syria."

The Damascus strike came three days after the Observatory reported Israeli strikes that had killed 53 people in Syria, including 38 soldiers and seven members of Hezbollah.

It was the highest Syrian army toll in Israeli strikes since the Israel-Hamas war began, said the monitor.

"Syria and Lebanon have become one extended battleground from the Israeli perspective," Riad Kahwaji, head of the Institute for Near East and Gulf Military Analysis, told AFP after the Friday strikes.

The bloodiest ever Gaza war erupted with the Palestinian militants' unprecedented October 7 attack which resulted in about 1,160 deaths in Israel, mostly civilians, according to an AFP tally of Israeli official figures.

Israel's retaliatory campaign, aimed at destroying Hamas, has killed at least 32,845 people, mostly women and children, according to the Gaza health ministry.

Congress Announces Candidate For Akola, Warangal

The Congress move to name Abhay Kashinath Patil from Maharashtra's Akola has put a firm period to its intended  friendly ties with Prakash Ambedkar's VBA (Vanchit Bahujan Aghadi). Though the alliance plans of the Maha Vikas Aghadi and the VBA fell through, the Congress and Mr Ambedkar had declared support for each other, especially in Akola, a seat the Dalit leader wished to contest.

In Telangana, the Grand Old Party has announced a candidate for Warangal -- Kadiyan Kavya, who crossed over from K Chandrasekhar Rao's Bharat Rashtra Samithi a few days ago. Ms Kavya is daughter of senior BRS leader and sitting MLA Kadiam Srihari, who also served as deputy chief minister in then BRS government. The sitting BRS Lok Sabha member from Warangal, Pasunoori Dayakar, also joined the Congress in Telangana recently.

In Maharashtra, when the MVA and the VBA were discussing seat sharing, the alliance was ready to give Prakash Ambedkar the Akola seat along with four others.

But after the VBA decided to go solo, the Congress -- which had been the one pushing for a tie-up -- had said it would support Mr Ambedkar from Akola. Mr Ambedkar, whose party has significant support among Dalits in the state, had also promised support to the Congress in multiple seats.

The national party's move to field its own candidate from the seat, however, indicates it is no longer supporting the VBA as promised and vice versa.

Last week, Mr Ambedkar's VBA had declared its intention to go it alone in the election, upset over the MVA's failure to come to an understanding over a handful of contentious seats in the state. Mr Ambedkar later claimed he had spoken to Maratha quota activist Manoj Jarange Patil and got his support.

Shortly after, Uddhav Thackeray's Shiv Sena UBT had jumped the gun and announced candidates for 17 seats, sparking speculation about an open rift within the MVA. Four of the 17 seats were coveted by the Congress.

Top Court Seeks Poll Body Reply On Petition For VVPAT Slips' Full Count

In a significant development, the Supreme Court on Monday sought responses from the Election Commission and the Centre on a plea seeking a complete count of VVPAT slips in polls as opposed to the current practice of verification of only five randomly selected EVMs through VVPAT paper slips.

The Voter Verifiable Paper Audit Trail (VVPAT) is an independent vote verification system which permits an elector to see whether his vote was cast correctly.

The VVPAT generates a paper slip which can be viewed by the voter and the paper slip is kept in a sealed cover and can be opened in case of a dispute.

The top court, on April 8, 2019, had ordered the poll panel to increase the number of EVMs that undergo VVPAT physical verification from one to five per assembly segment in a parliamentary constituency.

A bench comprising justices BR Gavai and Sandeep Mehta took note of the submissions of lawyers representing activist Arun Kumar Agrawal seeking a complete count of VVPAT slips in elections as opposed to the verification of only five randomly selected EVMs through VVPAT paper slips.

It issued notices to the Election Commission (EC) and the central government on the plea which may be listed for hearing on May 17.

Senior lawyer Gopal Sankaranarayanan and advocate Neha Rathi appeared for Agrawal.

The plea assailed the EC's guideline that mandates that VVPAT verification shall be done sequentially, one after the other.

The plea said if simultaneous verification is done and more officers are deployed for counting in each assembly constituency, then complete VVPAT verification can be done in a matter of five-six hours.

The government has spent nearly Rs 5,000 crore on the purchase of nearly 24 lakh VVPATs but presently, VVPAT slips of only approximately 20,000 VVPATs are verified, it said.

Given that many questions are being raised by experts with regard to VVPATs and EVMs and the fact that a large number of discrepancies between EVM and VVPAT vote count have been reported in the past, it is imperative that all VVPAT slips are counted and a voter is given an opportunity to properly verify that his vote as cast in the ballot is also counted by allowing him to physically drop his/her VVPAT slip in the ballot box, the plea said.

The top court issued the notice and tagged it with pending matters on the issue.
